| 摘 要： | 当前 ,世界性的新科技革命 ,为湖南实现技术跨越式发展提供了极好的历史机遇。湖南实施技术跨越式发展战略有着重要的现实意义和较好的现实基础与条件 ,关键是要采取相应的对策 ,做到 6个“必须” ,即 :必须依靠政府强力推动技术跨越式发展 ;必须加速发展高新技术及其产业 ;必须运用高新技术改造传统工业 ;必须大力推进信息化进程 ;必须多渠道加大科技投入 ;必须造就一批具有创新和创业能力的高素质人才

| Abstract: | At present,the globally scientific and technological revolution presents a historical opportunity for expanding technological growth by leaps and bounds in Hunan.It has practical significance and actual foundation and conditions for Hunan to put the strategy of technological growth into effect.The key issue is to take relative measures,that is:to depend on the government's strength;to speed up high-tech and other industries;to promote the IT development; to invest in science and technology on an extend seale;to bring up a large group of talents with new ideas and pioeering capacity. |
