网络言论在某些方面发挥着积极作用,但公安部门有必要对煽动性言论、挑衅性言论和误导性言论等三类网络言论加以注意。加强对网络言论的引导和治理是社会治安综合治理的一项重要内容,是预防和打击违法犯罪的必然要求。同时,可以从治理的视角、民意的视角、专业的视角探讨建立在公安权能下的措施。

The Guidance and Management of Internet Speech

Internet speech is playing an active role in some fields, but it is necessary for public security organs to pay attention to three types of internet speech such as inflammatory speech, provocative speech and misleading speech. To strengthen guidance and management of internet speech is an important part of comprehensive management of social security and also a necessary requirement of preventing and combating crimes.
