浅谈新形势下如何加强“社会人”管理

随着我国改革开放的进一步深入和社会经济发展带来的巨大变化,社会成员固定地从属于一定社会组织的管理体制已被打破,大量"单位人"转为"社会人"。他们游离在传统的管理体系之外,成为管理的"空档"和"盲点"。如何做到既服务好"社会人",又切实管理好"社会人",是摆在各级公安机关面前的一个新课题,也是"基层基础建设年"工作的一项重要内容。
