韩国首尔市清溪川复兴改造工程的经验借鉴

本文从政治学视角着重介绍与分析韩国首尔市清溪川被污染的背景,复兴改造工程的决策、执行过程以及产生的政治效应,试图探寻清溪川复兴改造中的深层次经验与启示。同时,通过了解协商处理不同利益群体之间的矛盾与纠纷的过程,探讨公民参与是否真能影响政策规划及实施,结果发现政府不再是唯一决策者,公民参与决策提升了整个规划的完整性。

Experience and Enlightment of Cheonggyecheon Restoration Project in Seoul,Korea

The paper introduces and analyzes the background of contamination of Cheonggyecheon in Seoul,Korea,the process of decision-making of restoration project,the process of administration of restoration project and its political effect from the view of politics.We also try to find out the deep-seated experience and enlightment of Cheonggyecheon restoration project in Seoul,Korea.At the same time,the paper discusses the problem that whether the citizen participation can influence the programming and the execution of the policy by introducing the process of conflict of different groups.As a result,we find out that the government is not the unique decision-maker and the citizen participation has enhanced the integrality of the whole programming.
