| 摘 要： | 养老保险政策关系到经济和社会发展的全局，制定难度很大。目前我国养老保险政策制定存在主体多元化、客体个性化、过程封闭化和方法经验化的问题，导致养老保险政策地区和部门不协调、缴费责任和待遇水平不对应、劳动者与企业集团需求表达不对等和政策需求与供给不相称等问题。完善养老保险政策制定机制，应重构养老保险政策制定主体、科学确定政策制定客体、优化政策制定过程和创新政策制定方法是解决之道。
