明朝救荒立法述略

自然灾害的出现 ,直接造成生产的衰竭、社会的动荡以及统治政权的不稳定 ,中国历史上的封建中央集权国家不得不运用各方面的力量 ,与自然灾害抗争 ,明朝在抗灾救荒方面功效显著 ,尤其是救荒立法上为后世提供了许多可借鉴的经验。

The Legislation of the Ming Qing Dynasties for Relieving Famine Stricken Areas

Natural disasters may directly cause the exhaustion of productive power, social turbulence and instability of the ruling power. The centralized feudal state power in the history of China had to make very effort to fight against natural disasters. The Ming dynasty got conspicuous achievement in fighting against natural disasters and relieving the famine stricken areas, which gives a lot of referential experiences for later generations in legislation for relieving famine stricken areas.
