社会"公共利益"与个人利益的冲突作为一种"价值两难",是人类自身生存和实践的常态,是受生存规律的制约而形成的人类不得不面临的基本现实;对公共利益的理解,经历了一个从抽象的道德原则向具体个体的共同福利转变的过程。在现实中,"公共利益"与个人利益的冲突通常表现为所谓的"公共悖论":多数选择与正义原则之间的冲突;个人理性与公共利益之间的冲突;政府利益与公共利益之间的冲突等。

As a sort of "value dilemma", the conflict between "public interest" and personal interest has been taken for granted as the reality which human beings have to face. The interpretation of public interest has experienced the transition from the abstract moral principle to concrete individual common welfare. In the actual life, the conflict between "public interest" and personal interest is usually expressed as the so-called "public paradox", that is, conflict between majority choice and justice principle; personal reason and public interest; governmental interest and public interest, etc..
