| 摘 要： | 社区警务自20世纪80年代引入中国,已有二十多年的历史。社区警务理论的核心是预防警务论,警察职能的重新定位是服务公众、服务社会。我国实行社区警务还受到社区发展不成熟、原有行政制度和管理方式的影响及基层派出所的现状等不利因素的限制。
