| Abstract: | The purpose of public welfare is the legal bases of the system of requisition lang. Because of the pluralism of judgment of value, there are binds of comprehension of public welfare. In fact, public welfare is not an abstract concept, it is necessary and probably to explain it. The system that the public welfare in requisition land is explained at by the administration should be changed in China. |
