社会管理创新视阈下的网络治理创新

近年来,我国的网络空间存在着负面事件频发,法律引导和保障作用不强,现行管理体制存在明显弊端,管理技术落后等问题.本文认为,要解决这些问题,就要按照党的十八届三中全会提出的“积极利用、科学发展、依法管理、确保安全”的十六字方针,加强管理理念的人本化创新,加强法律制度的完善化创新,加强网络管理体制、机制的深度化创新和网络管理制度的广度化创新以及信息技术的高端化创新.建立具有时代特征和中国特色,集树立正确理念、完善法制保障、加强管理创新和技术支撑四位一体的网络治理体系,以确保我国由网络大国向网络强国迈进.

The Network Governance Innovation from the Perspective of the Innovation of Social Management

In recent years,there are some problems existing in China＇s intemet space ：the negative events occur frequently, the role oflegal guidance and protection is not strong,there are obvious shortcomings of the existing management system,the management tech-nology is out-of-date,ete.ln this article,in order to solve these problems,according to the principle that ＂active use,scientific devel-opment,management according to law and to ensure the safety＂ that is put forward in the third plenary session of eighteenth centralcommittee of our party,we should strengthen the people-oriented innovation of the management idea,strengthen the perfecting inno-vation of legal system ,strengthen the deepening innovation of the system and mechanism of network management ,the breading inno-vation of network management system and the high-end innovation in information technology.Meanwhile,we should build a four-in-one network management system with times and Chinese characteristics of setting up the correct ideas,improving the legal guaran-tee,strengthening the management innovation and the technical support,in order to make sure China will transform from networkgreat nation to network great power.
