| 摘 要： | 塑造诚信政府是建设诚信社会的关键,诚信政府意味着政府应该是法治政府、责任政府。诚信政府既是民主政治的必然要求,也是依法治国的必然要求,又是构建和谐社会的必然要求。构建诚信政府要有良好的法治环境,必须依靠制度和法律予以保障。
