| 摘 要： | 1996年公安部在河北省石家庄市召开了全国刑侦体制改革会议,会议确定了刑侦体制改革的思路和方向,要求在全国各级公安机关建立覆盖社会面的责任区刑警队。此次刑侦体制改革对我国的刑事侦查工作影响较大,取得了不错的效果。但同时也暴露出许多不足。
