干部管理制度系统化与加强党的执政能力建设

加强党的执政能力建设,关键是不断提高广大领导干部的执政能力。提高领导干部执政能力的现实选择是从制度建设出发,提高干部管理制度的系统性,因为系统性既是目前干部管理制度建设面临的一个迫切问题,也是实现干部管理制度科学化、民主化、规范化的前提。目前的干部制度建设与系统性目标尚有很大差距,亟需我们从创新制度入手,从全面实施干部任期制着手推进干部管理制度系统化建设工作。
