| 摘 要： | 因患病、精神障碍等原因被收押场所拒绝收押的高危人员引发的社会问题日益突出。积极立法、科学应对,确保既有效保障高危人员的基本人权,又有效解决因高危人群监管失控所带来的社会问题应是当务之急。

| Abstract: | Social problems caused by high-risk groups being rejected for detention due to illness and psychonosema become more and more serious.It s urgent to actively legislate and scientifically deal with them so as to guarantee the basic human rights of high-risk population and meanwhile effectively solve the social problems resulted from the out-of-control supervision of high-risk groups. |
