| 摘 要： | 行政监察是依法行政、廉洁行政、高效行政的重要保证。本文阐述了《中华人民共和国行政监察法实施条例》的优点,探讨了仍然制约监察机关有效发挥监督职能的体制、机制两个方面的问题,并针对存在的问题提出了相应解决对策。
