经济发展归根到底是人的活动,西方人力资本理论多方阐述了人力资本是与物质资本相对而言的,是体现在劳动者身上的以体力、智力表现的非物质资本.人力资源在经济活动中有着其他资源不可替代的特殊功能.我国人力资源的实际告诉我们,必须抓住机遇,迎接挑战,采取必要措施,开发我国的人力资源,对于我国经济可持续发展有着非常深远的意义.
