| 摘 要： | 农村劳动力转移到城市后，在给城市经济的发展和繁荣带来劳动力资源的同时，其中少数人的违法犯罪等失范行为也使城市社会治安状况日益恶化。之所文出现这样的问题，是由于现存制度有所缺失，不能为农村转移劳动力提供稳定、安全的生存空间。应当在摒弃歧视农民工思想的基础上对相关制度进行创新。

| Abstract: | After transferring to the cities, the labor forces have brought the development and prosperity of the cities economy. But the impermissible behaviors of only some of them have harmed the social public security. The reason is that the existing systems are insufficiency that they can＇t provide steady and safe existence space for the labor forces from the countryside. The relative systems should be created to abolish the thought of discriminate against the labor forces from the countryside. |
