政府职能与审批经济

亚当·斯密、米尔顿·弗里德曼论述了政府应该担负起的对外防御和对内保护的政治职能,以及提供公共产品和维持市场秩序的经济职能。道格拉斯·诺斯则从制度的角度提出政府应该界定和保护产权,经济才能获得长期的增长。审批制实质是政府强行干预经济活动,扭曲资源配置,这已经超出了政府的职能,既不利于提高经济活动的效率,也不利于维持社会的公平。所以,政府应转变职能以适应市场经济的要求。

Government Function and the Economy of Examining and Approving

Adam Smith and Milton Friedman discuss the political and economic functions of the government. Douglas North, from the perspective of institution, states that the government should protect the property in order to get the growth of economy in the long run. The essence of examining and approving is that the government intervenes in operation of economy, and distorts the allocation of resource, which is beyond the government's functions. Therefore, the government should change its functions in the market-oriented economy.
