特大城市社会安全管理——以上海市为例

处在高风险的现代城市生活正因安全而改变。重要性、整体性、全面性、综合性、政治性、长期性、应急性和关联性是特大城市社会安全管理的特点。上海是世界特大城市之一，其面临的主要社会安全问题，既有传统安全威胁，又有非传统安全威胁，境内外因素相互重叠。因此，构建上海城市社会安全管理体系要法制为先、常态规划、预防为主、职能管理、责任共担、应急联动，实现“五个结合”，在社会安全管理的方式上，要实行主动管理、综合管理、规范化管理、分类管理、专业化管理，体现出一定的创新性。
