On the Application of State Responsibility Doctrine to UN''''s Organizations

How UN implements its international responsibility in short of the system of responsibility of international organizations, is a very urgent question to answer both in theory and practice. Through the compare between states and UN on responsibility, and analysis of practice and characteristic of the latter, the author demonstrates the idea that the system of state responsibility with adjustment can be applied to UN.
