江苏省沭阳县农地制度调研报告

解决"三农"问题是解决中国问题的基础,而解决农村土地问题则是解决"三农"问题的核心.江苏省沭阳县出现的农村土地的所有权和承包政策、承包地的调整和纠纷解决、承包地的流转和征收、宅基地、农村妇女权益保护、农村社会保障制度及农村公共事业等方面的具体情况反映出一些重要问题.这些问题包括法律规定落后于实践发展,规章、政策自身存在矛盾,国土资源管理体制改革不彻底及征地补偿不足以维持农民的生存等几个方面.

Report on Rural Land System of Shuyang County Suqian City Jiangsu Province

Issues concerning agriculture,countryside and farmers,very core of which is the rural land issue,are China's primary problems to be resolved.The concrete situation of Shuyang county of Jiangsu province,concerning the ownership of rural land and contracting policy,regulation of contracting land and dispute settlement mechanism,transfer and expropriation of contracting land,residential land,the protection of women's rights,social security system and rural public utilities,reflects some important problems such as the fact that the law dropping behind the practice,conflict among the regulations and policy,halfway reform of national land administration,and insufficient compensation for the acquisition.Research into these issues may lead to a new way out of the rural land dilemma.
