| 摘 要： | 县委书记是中国共产党执政治国的骨干力量。防止县委书记腐败，必须按照科学发展观的要求，严格任用条件和程序选好县委书记，加强对县委书记的思想教育，县委书记要做修身立业的表率，完善县委书记权力运行程序，完善监督制约机制提高监督效能，健全有效的权力制衡体系。
