论治安管理适度控制的必然性

社会控制是社会秩序稳定与发展的重要保障。然而,作为社会控制的重要组成部分,治安管理既不是控制得越严厉越好,也不是越松越好,而是存在一个适度问题。无论从构建和谐社会的时代背景还是治安管理内在特性以及我国三十年来治安管理政策的变迁等方面都可以看出,只有适度控制的治安管理才能真正实现维护治安秩序,确保社会稳定,实现经济社会又好又快发展的目标。

On the Necessity of Moderate Control of Public Security Management

Social control is an important safeguard of the social stability and development.However,as the important component of social control,the public security management is neither the severer the better,nor the looser the better.It must be moderate.Seeing from either times background of constructing harmonius society or intrinsic characters of public security management as well the change of Chinese public security policies in the past 30 years,only moderate control could achieve maintaining public orders,guarantee the social stability and achieve the goals that the economy and society develop better and faster.
