| 摘 要： | 广泛而深刻的公民参与能够反映不同权益主体的利益和价值.然而,公民参与政府治理仅有政治上的认同还不够,作为法治国家还必须提供相应的法律保障.公民参与政府治理的法律保障包括,主体的法律保障、客体的法律保障和形式途径的法律保障,当下中国最为重要的是参与主体和形式的法律保障.因为没有对利益相关方和弱势群体参与权的法律保障,政府治理的公民参与只能是符号和口号.

| Abstract: | Extensive and profound civic participation that reflects the interests and values of different interests in the subject.However,citizen participation in government only recognized political governance is not enough,the rule of law must also provide appropriate legal protection.The legal guarantee of citizen participation in governance includes the subject legal protection,the object legal protection,form and path legal protection.At present,the as the most important for China is the subject and form legal guarantee.Be- cause there is no legal protection of stakeholders and vulnerable groups rights of participation in governance ,citizen participation is only symbols and slogans. |
