制度化视角下基层社会协商治理实证研究——基于夏履程序的分析

现代乡村社会治理的实质是立足于乡村经济社会发展的具体情况,由一种传统的非程序化治理方式向现代的制度化治理模式转变的过程。而协商治理则是实现这种制度化的重要途径。本文以协商治理制度化为研究视角,以夏履程序为研究对象,通过对制度化理念、机制和绩效衡量的分析,探索新型的乡村社会协商治理途径。

An Empirical Study on the Basic Level Social Deliberative Governance from the Perspective of Institutionalization --Based on the Analysis of Xialv Procedure

The essence of modem rural social governance is a transformation process from traditional non procedural governance mode to modem institutionalized governance mode,which is based on the specific circumstances of rural economic and social devel opment.And deliberative governance is an important way to realize the institutionalization.This article,taking Xialv procedure as the research object,actively explores a new way of rural social deliberative governance through the analysis of institutionalization con cept,mechanism and performance measurement,from the perspective of the institutionalization of deliberative governance.
