社会救助体系组织结构之内涵及其构建路径简

社会救助体系组织结构是由主管部门、管理体制、运行方式和监督机制等四个方面组成的制度体系.目前,我国已经初步形成了具有鲜明特色的“政府主管、部门协作、民间参与、基层落实”的社会救助体系,但现行的社会救助体系仍存在管理体制未理顺、主管部门不统一、运行方式不共享和监督机制不规范等组织结构方面的缺陷,因此,应从政策、技术、制度、人才方面加以建构.

Social assistance system structure is determined by the competent department,management system,operation mode and su- pervision mechanism is composed of four aspects such as system,our country has initially formed a ＂management of the government, cooperation of different departments,civil participation,basle implementation ＂characteristic of the social assistance system.But the de- partment in charge of the current social assistance system is still not ＇unified,management system is not elear,the irregular operation mode is not clear and supervision mechanism,and other major structural defects,should from the policy,technology and system,talent eonstrucdon organization structure of modern social assistance system.
