| 摘 要： | <国家中长期教育改革和发展规划纲要(2010-2020年)>,是我国教育事业今后十年以至更长时间的行动纲领和工作指南.学习和贯彻<教育规划纲要>精神,全面推动教育事业科学发展,是当前的中心任务.本文结合作者参与<教育规划纲要>起草工作的体会,论述了制定<教育规划纲要>的历史背景和重大意义,对<教育规划纲要>的内容特别是20字工作方针进行了重点解读.
