| 摘 要： | 社会治安的稳定,既是一个重大的社会问题,也是一个重大的政治问题。近年来,尽管公安机关狠抓严打整治,取得了显著成效。但刑事案件发案率始终在高位上徘徊,解决社会治安问题只有努力推进社会治安防控体系建设,才能有效地预防、控制和减少违法犯罪,最终改变打不胜打、防不胜防的被动局面,实现整个社会治安的良性循环。

| Abstract: | The stable social order is both a major social issue and an important political issue.In recent years,though public security organs have made great achievement in firm striking,the incidence of criminal cases has always been wandering in a high level.The construction of controlling system for social security must be advanced in solving social security problems.Only in this way,we will prevent,control and reduce the crimes;change the passive situations of striking inferior to prevention and unsuccessful prevention;achieve the virtuous circle of social security. |
