| 摘 要： | 西部大开发是一项宏大的系统工程,在实施西部大开发中,政府行为必不可少,市场原则也不能违背,必须把政府行为和市场原则有机地统一起来,以市场原则为基础,以政府行为为保障,形成真正意义上的市场经济运行机制。
