| 摘 要： | 判断公共部门规模大小的标准应该符合历史和逻辑的要求,可用“官民比系数”和“公民自主系数”来判断公共部门规模,我国在政府规模方面,应保持基本稳定,同时注重管理质量,积极促进“公民社会”的发展。
