| 摘 要： | 党的十六大报告指出,发展社会主义民主政治,最根本的是要把坚持党的领导、人民当家作主和依法治国有机统一起来。这种有机统一的表现方式就是在坚持党的领导的前提下,将社会主义民主政治制度化、法律化以及使党的领导方式和执政方式法律化,全面贯彻依法治国方略。

| Abstract: | As pointed out by the report at 16th Party Congress of the CPC, the key to developing socialist democracy is to combine the need to uphold the Party's leadership and to ensure the people to be the masters of the country with the need to govern the country by law. This article argues that upholding the Party's leadership as the basis, regulating the socialist democracy and legalizing the Party's style of leadership and governance can realize such organic integrity. Hence the basic principle of governing the country by law can be fully implemented. |
