摘    要:劳动与资本的利益关系是社会最基本的利益关系,劳资矛盾是市场经济中不可回避的矛盾。要使劳资关系在和谐的轨道上运行,就必须正视劳资之间的利益矛盾,并通过制度化的手段平衡双方力量,规范双方行为,实现制度化的合作。为此,无论是工会,还是企业和政府,都应承担责任,积极作为。

Abstract:The relationship between labor and capital is a basic interest one of the society and the contradiction of the two parties to industrial relations is an irresistible one under a economic market.We should balance these two parties to industrial relations through systematic ways,regular their actions and realize their cooperation.So,trade unions,enterprises and government should all fulfill their obligation.
