| 摘 要： | 老病残罪犯是罪犯中的特殊群体，由于年龄和身体上的客观因素也是一个事故多发的群体，管理好老病残罪犯，对减少和预防狱内案件及非正常死亡，实现“四无”目标，有直接影响，因此，研究和探索老病残罪犯的管理教育、破解管教老病残罪犯的难点，具有重要的现实意义。2009年底，我国老年人口已经达到1．67亿，第二次全国残疾人抽样调查时，中国的残疾人已达到8296万，
