农村党员干部违纪违法现象调查与思考

2008年以来,在N县的农村党员违纪违法案件中,党员干部占比86．4％,违纪违法的类型主要有失职渎职、经济问题、计划生育超生、滥伐林木等,表现的状态主要有法盲型、借道生财型、乱作为型、明日张胆型等。通过对近百起案例的分析发现,当前农村党员干部主要在个人行为、履职过程、村务公开、重大事项决策等方面存有较大的廉政风险。制定防范对策应从加强教育、健全制度、强化监督上着手,在加大惩处力度以打促廉的同时,还要给基层党员干部送温暖,政治上给出路,经济上提高待遇,解决一些实际问题。

Investigation and Thought of the Violation of Laws and Disciplines by Rural Cadres Who Are Party Members in N County

Among the cases violating laws and disciplines by rural cadres in N county, 86.4% of them are committed by cadres who are also Party members. The types mainly include dereliction of duty, economics, family planning management, and indiscriminately forest logging. Some of those Party members are ignorant of the law, some make money by abusing power, some pay no attention to the order of their conducts, and some openly and wantonly violate laws. By analyzing the recent hundreds of cases, the paper points out that great anti-corruption risks exist in the individual behaviors, the process of fulfilling duties, the publicity of tasks in a village, and the decision making of important issues. Countermeasures should begin with strengthening education, consummating systems and enforcing supervision. When increasing the force of punishment for the purpose of anti-corruption, we should also care about Party members and cadres, and help them solve some practical problems.
