| 摘 要： | 先进的反腐倡廉制度文化具有导向、教育、凝聚、规范功能，在反腐倡廉建设中发挥软支撑作用。建设先进的反腐倡廉制度文化是提高反腐倡廉建设科学化水平的必然发展趋势，而反腐倡廉制度文化建设滞后是影响反腐倡廉法规制度发挥作用的重要因素。贯彻落实党的十七届六中全会精神，深入推进反腐倡廉制度建设，必须着力推动反腐倡廉制度文化的大发展大繁荣，增强反腐倡廉制度观念、制度制定的质量意识、制度执行的自觉性。

| Abstract: | Advanced culture of anti-corruption system possesses four functions which include guidance,education,cohesion and standardization.It plays a role of soft support in the construction of anti-corruption.It is an inevitable developing tendency to build an advanced culture of anti-corruption system so as to improve the scientific level of anti-corruption construction.However,the lag of the culture construction of anti-corruption system becomes the chief factor which influences the full play of anti-corruption institutions.To implement the spirit of the seventeenth session of the sixth CCP plenary conference and deepen the anti-corruption construction,we should promote the prosperity of the culture of anti-corruption system,enhance the consciousness to fight against corruption,improve the awareness to guarantee the system quality,and promote the consciousness to implement systems. |
