论地方制度及其宪法保障

地方制度是一国宪政制度的重要组成部分,但地方政府、地方自治在国内外的含义不同,地方制度的宪法地位、作用和宪法对地方制度的保障,也不尽一致。我国国家结构呈复合单一制的形态,地方制度也有自己的特点。针对我国中央与地方关系的主要问题,应在加快建设社会主义法治国家的进程中,合理划分中央与地方权限,完善宪法对地方制度的规范和保障。
