湘江长株潭段生态经济带建设的法律措施实施五年评析

湖南省在建设生态和谐社会中创造性地提出了一个生态法律概念——湘江长株潭段生态经济带，并制定了一系列的法律措施。但是，这些法律措施实施五年来却进展很小。或许，管理者已将重点转移到长株潭城市群区域建设上来。建议管理者继续坚持湘江生态经济带建设，并将范围扩大到整个湘江流域。
