| 摘 要： | 农业税减免为村委会职能向服务于自我的回归提供了条件,然而,村委会职能转换仍然面临着不少制约因素。为促进村委会职能转换,应推进县、乡管理体制改革,培育和发展农民自组织,加大对村民和干部的培训,规范民主选举,加强民主参与、民主监督的制度建设。

| Abstract: | The policy of ever-reducing agricultural tax provides the conditions for the functions of villagers' committee to converse to "own-service".But there are still many obstacles in the way of conversion.In order to promote the conversion we must reform the administrational system,cultivate peasants' organizations,train the farmers and rural administers,standardize democratic selection,and strengthen the construction of the system of democratic participation and supervision. |
