基于政府部门人力资本投资理论的公务员收入研究

摘    要:政府部门人力资本是体现在公务员身上。通过保健投资、教育投资、职业培训投资等方式开发形成并能为其带来永久收入能力的总和。政府部门人力资本投资必然要求得到回报,因而对公务员收入标准提出了相应的要求:公务员基本工资应体现政府部门人力资本的差异性;建立政府部门人力资本性质的津贴;取消年终一次性奖金,变奖金为可变工资;建立促进政府部门人力资本增长的利益导向机制;健全公务员业绩考评制度。

Abstract:The human capital of government department is a kind of ability to bring them permanent earnings embodied on civil servant which develops and takes shape through investment in health care,education,job training and other ways.The investment in human capital of government department must demand a repayment and therefore puts forward the corresponding requirement to earnings policy of civil servant:base pay of the civil servant should reflect the difference of human capital of government department;set up the subsidies with the properties of human capital of government department;cancel the year-end disposable bonus,change bonus into variable pay;set up the interests mechanism of promoting growth of human capital of government department;perfect achievement appraisal systems of civil servant.
