构建社会主义和谐社会中的政府：职能、行为与效率

构建社会主义和谐社会战略目标的提出,考验着我国政府的行政能力。要加强构建和谐社会中的政府能力建设,便要继续转变政府职能,进一步规范政府行为以及不断提升政府效率。在建设和谐社会的进程中,要求政府职能更加倾向于社会管理与公共服务,打造服务型政府;要规范政府行为,即要做到科学决策、依法行政与民主监督;而要提升政府效率,一方面要加强社会建设与管理,推进社会管理体制创新,另一方面则要更新政府管理理念,创新管理方式,有效提供公共产品与服务,从而满足社会需要。

To bring forward the strategic target of building a harmonious socialist society is testing the administrative ability of China's government. To strengthen the government ability construction in building a harmonious society must continue to transform the government's function, standardize the government's behavior further to promote the government's efficiency constantly. In the process of building a harmonious society, the government's function is required to be inclined to the social management and the public service more to make the service -centered government; to standardize the government's behavior must accomplish the science decision, administer the state according to law and carry out the democratic supervision; to promote the government's efficiency, on one hand, the social construction and management must be strengthened to advance the innovation of social management system; on the other hand, the government's idea and style of management are renewed, the public products and service are offered effectively to meet the society's needs.
