公安机关妥善处置新疆高校敏感性群体事件的思考

新疆高校多是民汉学生混合模式,具有学生民族成分复杂,学生文化背景多样等特点不同于其他高校的特殊性。近年来时有发生的敏感性群体事件更是具有明显的社会气候性、高度紧急性特点和规模化、组织化趋势,使得公安机关处置的难度大,风险更大。这要求公安机关不仅要树立大局意识、充分把握民族政策、法规,更要做到依法处置,柔性处置,因情施策,策略灵活,方能实现妥善处置。
