| 摘 要： | 公安机关是构建和谐社会的重要部门。公安机关在构建地方和谐社会中的主要途径选择是:提高维护国家安全和处置突发事件能力;提高驾驭社会治安局势的能力;提高服务经济社会发展的能力;提高公安机关执法水平;提高公安机关正规化建设水平。
