警务监督的管理学思考

警务监督的目的是为了确保警察机关在法律规定的范围内严格行政、公正执法,而现行的警务监督体系仍存在着诸多弊端。我们应正确认识这些弊端,制定有效的应对措施。管理学的“整、分、合”原则为我们提供了方法论上的指导,要坚持整体把握原则,理解警务监督的内容;要坚持合理分解原则,查找监督机制的弊端;要坚持组织综合原则,确立警务监督的整体战略。

To Consider the Policing Supervision from the View of Management Science

The purpose of policing supervision is to ensure the police administrate and execute justly within the range of law,however,there are still some abuses in the active supervisory system.We should understand these abuses correctly and take effective countermeasures.The principle of entirety,division and combination of management science could offer methodological guidance for us.So we must understand the supervisory contents according to the entirety principle,find out the abuses of supervisory mechanism according to the division principle and establish the whole strategy of supervision according to the combination principle.
