Lack of the complete system of legal affairs officials' profession seriously hinders the development of the work on the legal affairs of the government so it is necessary to find oppropriate ways and take effective measures to promote the creativity and change in the system of the profession for the government's legal affairs officials, on the condition that the specialization of the profession,the legality of the post , the independence of particular work and the whole of the officials are adhered to
