| 摘 要： | 学习型社区建设是社区建设的一种全新模式,现已引起了世人的广泛关注。发展学习型社区离不开地方政府,地方政府在学习型社区建设中的角色定位和责任体现在:它不仅是学习型社区的倡导者和推动者,而且是学习型社区的组织者和协调者,还是学习型社区的宏观指导者和组织保障者。

| Abstract: | The construction of studying community is a kind of absolutely new mode of the community construction. It has attached pulblic attention by now. Development of studying community is due to the local government. Then what role the local government should play and what responsibility the local government should take in building studying community? How to give full play to the role of government? How to play the role of government effectively? These questions must be answered in theory, this thesis attempts to cast a brick to attract jade and makes preliminary researches on these problems. |
