| 摘 要： | 政策执行主体是影响政策有效执行的关键因素，对政策执行阻滞进行心理分析是非常必要和有意义的。政策执行主体的个性心理、价值追求和思维定式都会影响公共政策有效执行，应从心理、制度、文化等方面进行改善。

The administrator＇s individuality psychology, value pursue and thought setting influence the policy to carry out effectively, we can improve it from the aspects of psychology, institution and culture. |
