| 摘 要： | 渔业保险是市场经济条件下保障渔业生产经营活动稳定性的有效条件。至今我国尚未形成适合国情的稳定渔业保险模式,目前仅存的商业性渔业保险和中国渔业互保协会两种形式也因各自存在的问题而难以有效发挥应有作用。渔业保险市场存在着严重的"市场失灵"。明确政府介入渔业保险的政策选择,加快推进政策性渔业保险步伐,将有利于实现我国渔业健康稳定发展。

| Abstract: | Fishery insurance is an effective guarantee to ensure the stability of fishery production and business activity in the market economy.So far,there is no stable fishery insurance that is appropriate for our state condition,even the current commercial fishery insurance and China Fishery Mutual Insurance Associations can not effectively perform their function.Fishery insurance is suffering serious "market failure".It would be beneficial for fishery stable development to clarify policy option of government intervention and promote policy fishery insurance. |
