论构建合理的社会保障水平测定指标体系

当前我国对社会保障水平测定指标选取的研究存在不足,建立合理的社会保障水平测定指标体系刻不容缓。选取社会保障水平测定指标应遵循系统性原则、历史性原则、统筹主辅原则。合理的社会保障水平测定指标体系应由主指标系统和辅指标系统构成。应用社会保障水平测定指标的基本点是,以社会保障水平测定指标为工具,对一个国家或地区的社会保障水平进行考察时,既要测度其实际水平,又要测量其适度水平。文章构建了符合当前我国国情的社会保障水平测定指标体系。

The Construction of Reasonable Social Security Determining Index System

Due to the deficiencies of current social security determining index,it is urgently to establish a reasonable one.There are three fundamental principles to select social security determining index: systematic principle,historical principle and general principle.The reasonable social security determining index is a composition of primary index system and secondary index system.The basic rule for social security determining index system application is to take the index as a tool.It should be on a practical and appropriate level to do the social security investigation in a country or in an area.This paper provides the social security determining index system that accord with the current situation in China.
