我国地方政府购买社会组织公共服务的问题与对策分析

随着新公共管理运动的兴起,政府购买服务得以迅速发展。作为公共服务社会化的一种方式,政府购买可以有效提升公共服务供给的质量与效率。近年来,我国地方政府购买公共服务取得了一定的成效,但也存在着热情过高、制度不完善、财政投入不足等问题。为此,需要从理性审视绩效、加强制度建设和加大财政投入等几个方面来加以完善。

Analysis on Problems and Solutions of Public Service Purchasing in Local Government

With the rise of new public management movement,public service purchase of government is developing rapidly.As a way of public service socialization,government purchase can effectively promote the quality and efficiency of public service supply.In recent years,local governments have got some beneficial results in this regard,but there still exist some problems,such as over-enthusiastic implementation,imperfect institutionalized arrangements and insufficient financial investments etc.Therefore,it is needed to examine performance rationally,reinforce institutional construction and increase financial investments.
