| 摘 要： | 未来5年,是在新的起点上推动"人文北京、科技北京、绿色北京"战略和中国特色世界城市建设的关键时期。职工队伍整体素质的提升是促进北京经济社会发展的重要因素。首都职工素质建设工程将紧紧围绕加快转变经济发展方式的主线,以职工素质教育、技能人才培养和创新成果应用为基本框架,形成政府主导、工会组织、社会资源服务、企事业单位和职工参与为工作格局的公共服务共享平台,成为北京学习型城市建设的重要组成部分。
